Your pump is putting out too much pressure. Get a inline pressure regulator and dial it back to 3 psi or so. You can get return style regulators too but they are a bit more money. That'd solve both issues at the same time though.

Couldn't I just ise boomerang shackles in the back? I feel like that would work.

A return style regulator is about $75 or so from summitracing.com summit house brand, mallory or holley should all have them.

Boomerang shackles won't do anything in your application. Your issue isn't clearance around the shackle but the location of the spring eye vs frame mount. Waggy front springs mixed with yours will solve the issue easily and cheaply.

Let's do it. Lol what would I do about the front springs? I imagine the change is gonna drop my rear a bit.

I wouldn't worry about the front, the rear will level it all out just fine.

ive picked up the fuel regulator from napa, i turned it to 3 and it still had the same problem, so now its at 2 and im hoping it doesnt keep happening. the final thing is the fuel return line, if i use a fuel filter with the 2 nossles on one side and one on the other does that second nossle hook up to fuel return?

Next stop, power steering box. Fuel return is done and seems to be working well. Used two cans of degreaser and cleaned the engine bay real good, well it was dark when I finished, but I'm assuming it looks good. Now to stop the leak from making it worse by replacing the box.

upgrade the steering box mount, hopefully the bolts aren't broke yet.
